City authorities have initiated numerous efforts to clean the pavements, improve rubbish collection and upgrade the sewage system, but success is limited.

The Soroptimist Union of Madagascar realised that people not disposing of their rubbish correctly, forgetting to say ‘please’ and ‘thank you’ or neglecting to offer their seat to a pregnant woman in a hospital waiting room are simply different aspects of the same problem: a lack of civic education and poor understanding of the rules and responsibilities of being a good citizen.

As a first step to change attitudes, the Union has organised two-day workshops at their headquarters to train representatives from each of the country’s 13 Soroptimist Clubs to become civic education trainers. The session focuses on three areas: parents, students and teachers. Course participants then return to their local area and pass on what they have learnt to all their Club members who, in turn, train teachers, students and their parents to ultimately change mind-sets, habits and behaviour at the community level.
