More than an annual business meeting, the Governors’ Meeting provides a valuable opportunity to experience the Federation’s democratic structures in action. Strong organisations rely on a clear understanding of roles and responsibilities: governance and management, oversight and implementation, strategic direction and operational delivery. While Governors provide governance and strategic guidance on behalf of the membership, the Board is responsible for implementing decisions, advancing strategic priorities and leading the Federation’s work throughout the year.
In Riga, participants will have the opportunity to see how these complementary roles work together in practice. They will also experience the Board’s reporting in a new and more interactive format, designed to encourage dialogue, discussion and a deeper understanding of the work being carried out on behalf of the Federation.

The meeting also offers an opportunity to observe the Governors at work. Their responsibility extends far beyond voting during meetings and requires ongoing engagement throughout the year. Meaningful participation in Federation decision-making is only possible because Governors dedicate time and energy to understanding issues, considering different perspectives and preparing carefully for the decisions entrusted to them. Effective Governors maintain close connections not only with their Union leadership but also with the members they represent, helping to ensure that members’ voices are heard at Federation level.
Silent Observers will also have the opportunity to contribute during a dedicated interactive session, where ideas and perspectives from across the Federation are warmly welcomed.
